The Gentle Path rehabilitation facility in Hattiesburg*, Mississippi will not say "yes or no" whether Tiger Woods is an in-patient at their facility but this is what they are doing to their property.
I know this. If I am the National Enquirer, I am sure not leaving.
They might need to do some double sessions or something with Tiger so to get him out of there more quickly because I am sure their neighbors are going to be complaining about this eyesore very soon.** I gotta believe that tarp would have a very limited shelf life in any self-respecting neighborhood.
*Hattiesburg gets no respect. Spellcheck inquires if I really mean Gettysburg.

You keep me on my toes.
It could be but by the same token assuming this property is zoned for it, they could absolutely build a moat and then set that building back a bit from the road thereby accomplishing their objective without resorting to the ugly back tarp. In that case, the title of the post is in no way rhetorical.
So the answer to your question is, "Depends on how you look at it?"
I still say if they put some decorative skulls or something on the tarp, that would be a low-cost solution to this

That is why I say they need a moat. It would add a water hazard to the course.
Tiger Woods, among other not so desirable things, is a golfer and could design this course.
It's a win/win. He gets cured and they get a professionally designed golf course.
