Because it costs money, money that owners think is better spent on Miguel Cabrera, Alex Rodriguez, Mike Trout, etc.
Owners think that fans these days prefer spending $100 to get a crappy ticket and pad the players' wallets than $1.65 for a nice ticket to see the same game.
